Wessex Winter Caravanners Constitution

Wessex Winter Caravanners (WWC, also known as “the Club”) was formed in November 1973.

Although initially started as a winter caravanning club, we now rally the year round. Membership of WWC is open to caravanners (both towed caravans and motorhomes) with the aim of enjoying the British countryside throughout the full twelve months of the year.

Aspiring members will either be sponsored by an existing member, or they can apply to join through the website. The membership of WWC is restricted to a maximum of 25 units.

Rallies are normally held within a 50 mile radius of Winchester, Hants and usually on the last full weekend of each calendar month. In addition, rallies may be held at weekends including any Public Holiday(s) and during the period covering the New Year holiday. There may also be a Holiday Rally each year.

The location and nominated organiser of each rally will be decided by those members of WWC who attend the AGM, usually held at the end of November. The Rally Secretary is responsible for publishing the agreed rally programme and distributing this to all members.

The annual subscription will be set at an amount estimated to be sufficient to cover the cost of ACCEO membership, public liability insurance, site deposits, all stationery, postage, telephone calls, etc. In addition, monies may be used to hire halls/venues for the purpose of meetings or entertainment. The Treasurer will maintain a contingency fund at all times.

Membership fees become due on 1st January each year. Members joining after 1st May or after 1st September will pay reduced subscriptions which are set at the same time as the annual fee.

The Committee will consist of a Chair & Secretary, a Treasurer, a Rally Secretary and, when necessary, up to two co-opted members of the Club. This committee will be confirmed or changed at AGM on the vote of the members, or for any extraordinary reason when necessary.

WWC may also appoint a President who will be an honorary member of the Committee. The President will be someone who has made an outstanding contribution to the Club during their time on the Committee.

The Chair & Secretary is responsible for renewing the Natural England Certificate of Exemption and the safe custody of this and all other official documentation. When necessary the Chair & Secretary will be responsible for applying to hold rallies in National Parks. This is done through ACCEO.

The Chair & Secretary will advise the appropriate agencies of any change of officer and will enter into any correspondence on behalf of the Club.

The Treasurer is responsible for the annual payment of membership of ACCEO and the Public Liability Insurance premium. The Treasurer will be responsible for the proper running of any bank account held in the name of Wessex Winter Caravanners. The Treasurer is authorised to pay from this account any bills presented to the Club in respect of services, booking fees, utilities, etc. Another Committee Member will also be a signatory on this account, for the same purposes, but this second signatory not to be from the same family as the Treasurer.

The Treasurer is responsible for the collection of all membership subscriptions (due on 1st January each year) and notifying the Rally Secretary of their payment. Any member who has not renewed their membership (by paying their annual subscription) by 21st January each year will be deemed to have resigned from WWC. Members will only be issued with detailed rally sheets for the forthcoming season after the Rally Secretary has been notified that they have renewed their annual subscription.
